Nothing's ringing a bell, but i'm also willing to bet without a few more details to narrow it down beyond every single cold-war related game out there you won't get many replies.

Since you mentioned a 'new' game, perhaps you're thinking of Phantom Doctrine? It's available for pre-order but hasn't been released yet.
