I am searching for a website that take in game pitches which then I stumbled across this website. I want to know the basics about this website as well as some questions need answering please.

I came to this website because I want to put a game concept that no one has ever tried to make or made. Their is a game similar but not to what I think that people want. I've seen many and many of people ask which games fit this specification but no one again has made a game like this.

First of all, do you have to make a game to get it reviewed by any developer?
Or can you pass on an idea and not gain any money out of it?
On this website would you be able to pass on ideas to developers through the submission forms?

you don't pass ideas to developers here, no. Developers can 'submit' their already made (or early access) game to GOG and GOG will decide to sell it on their site. This is not a place where you pitch ideas for others to consider, sorry.
If you are looking for someone to give you feedback and everything about a game not even made, this is definitely the wrong place. GOG is a store, they sell games, not develope them or help develope them.
So if you have a finished (or almost finished) game you can submit it to be maybe released here, but that's it.
There are certainly forums partially intended for what you're asking (I've visited some that may fit well). While I don't remember any of them, the first idea I got when reading your question was that you may be better off at the Unity community -at least as a starting point to ask for directions elsewhere- as I would guess that there are a lot of developers over there (considering that Unity is used for many games).

But, as people have already mentioned, while a few developers do sometimes partake in discussions (particularly regarding their own games sold here), the primary function of the GOG forums is to be a meeting place for customers purchasing games at this store.

This is generally avoided. Unless strictly contractually specified as such, it becomes a liability if a game becomes financially successful.
Try the 13 (or so) free games for a start.
