There's an old stealth game by the name of Chameleon and I'm wondering if it the fact it techincally never had a "Real" English release means it won't be added? the game had english voice acting for the Czech version and there is a fanpatch that converts most of the text to English but the game was never actually released in an english country.

As far as I know, there is a not a single game without English language support sold here. The only thing coming close is some non-English games included as extras to English ones.

Like the Sims? :P

What does this mean? Mostly translated? Subtitles only? Several Japanese games are that way (e.g. the recently released Caligula Effect, and the Agarest series). Agarest didn't bother translating battle speech, and Caligula Effect at least didn't bother translating scenery text.

If you're talking about mediocre/poor quality translation, there are other examples on gog.

The game was never released world-wide (Due to the developers seemingly going under), only in Russia and Czech, the game has decent quality English voice acting in the Czech Release and almost all of the Russian/Czech text can be translated with a fan patch that replaces it with a (from what I've seen) decent quality english translation.

The developers were part of Illusion Softworks and the game (according to wikipedia) got published by Take-Two so it seems like GOG should be able to get the rights. (Since Illusion's previous Take-Two published games, Mafia and the Hidden and dangerous series are on GOG.)

All GOG would need to do is sell the Czech Release with the english fan patch applied but I'm unaware of GOG using these measures on any other released games so I'm unsure if it actually has a chance of happening.

They would need to get permission both from the rights owner of the game, and the creator(s) of the fan-patch, I guess.

It would be nice if gog could sell cultures die rache des regengottes in german since there is no english version i believe.

I feel that the only "untranslated" games they could get away with are ones which had no dialogue to begin with.

Like I said though, this game has english dialogue in the Czech version and there's a fan patch that translates the text, pretty much translating the game almost completely without any work on GOG's part aside from a small amount. (Basically just loading screens where the text is part of the image from what I'm aware of.)

So its in a grey area so I'm not sure if I should wait for a GOG release since the game uses Starforce DRM and I'm not willing to risk either my Windows 8 computer or my old Windows 7 PC unless I really have to.

It seems from your title, you aren't actually talking about full non-english games per se, but partially translated games or games translated exclusively through fan-patches. For games with complete fan patches, as long as all the rights-holders and the translators give the green-light, it's good to go. It doesn't matter if they've been released in "English" countries or anything.

For partially translated games, that would depend on whether the crucial parts are the ones translated into english. If they aren't, I'm afraid that it's a no-go, as GOG does business on an international level. Selling exclusively non-translated games might be a problem, as now everybody (gamers) is going to demand their non-licensed games to be sold on GOG. Japanese ones would probably be some of the most popular.
