I would not recommend YouTube / Twitch. it is more difficult than it looks to get something out of it, it is a saturated marked, and the income is rather low.

I don't have, and yet become manager (and lot of respectability) in one of the most successful IT company out there.

Italy is in a similar situation and loads of people are moving out to find a job.
Don't get depressed. The world today is quite competitive and... unfair.

Dog walker?
Pet sitter for people going on vacation? (Or extra help for a boarding kennel?)
Amusement park employee?
Personal care assistant for someone who's temporarily disabled (recovering from injury, just had a baby & needs help with housework, etc.)?

Think about what kinds of businesses nearby usually have more customers or higher production in the summer months, and target them. They're the people who usually look for short-term employees.

Get any job to start with. Then you can prove yourself and be making some money. Remember,the rich get rich by not spending, not by earning. So keep expenses low.

While you work, figure out what you like and what you're good at (often the same thing).

If you are a person who likes to work a lot, start a business. But things and sell for more than you bought. If you're highly motivated and want to make lies of money, sales. If you like to be outside and medium wage, construction. If you want to get into healthcare, or any other industry, try an internship. If you want to go to university again, find a path that makes sense for you.

The best thing to do is act. It can take months and hundreds of interviews for some. One interview and a day for others. Don't let rejections get you down. Folks are looking for the right fit for the business. That's a very slim chance thing for everybody involved. So don't work about it. Just keep looking for where you will fit in.

Work will find you a job. Networking, job fairs, and showing You're willing to work are huge.

Not sure about Croatia but in the US there's just too many kids going to college and not enough higher level jobs for them. It's a bummer that people need to be so blunt, but we've got to get the message out that "someone needs to dig the ditches." Not saying you need to dig ditches, but as others said perhaps lower your standards and work your way up within a company. I worked fast food as a teen and as soon as I turned 18 they made me a manager because I had a halfway decent worth ethic and showed up on time. Just put the work in and you'll be rewarded.

I'm very luck now-a-days to have a wife with a great career in medicine which allows me to kind of bumble along in private schooling and tutoring without a lot of stress.

If you're planning to go back to Uni, it might be possible to find a full time job for the Summer season, otherwise a part time could also be good. Doing both at the same time is next to impossible though, you'll have to take a decision.

Finding a job can be difficult in some countries. In my country for example it's also a bit crappy, some employers are a bit picky and they tend to favor papers over experience. I'm a PC Tech, have never stepped into College or Uni, have no papers to show except my CV and have been rejected from many IT companies, some of which I attended to an interview repeatedly.

After a few years of searching, I finally found a small IT company that hired me as a PC Tech, I'm literally being paid at a minimum wage (which the employer should be ashamed of doing), but it has kept me floating for the past 2 and a half years. I attended other interviews during this period and have (to no surprise) been rejected again.

To keep it short: Life sucks but you have to keep fighting :-)

Here in Italy it's really difficult to find a job especially for young people. I was still able to find one because I know Angular and Java frameworks like Maven, Spring, Hibernate, Struts 2 etc....

With those keywords on linkedin every week I receive a call from a potential employer and I was even able to decide where and how much I want to work (I'm still not able to find a part time job, and I'm still not able to find a job as a game developer... but I still have a really well paid job as a web developer).

But, for the first job, linkedin was not enough, and school/university is only good to get good basics and a plus in an interview.
So for my first job (2 years ago) I decided to do a short course government funded (by the "region", I don't really know how to traslate that in english...) .

I think the web developer sector is really a good place to start... In the internet era there is no crisis for web developer, and even if you are not really good you can at least pay bills. And the best thing is that you just need to practice with internet free resources (here in italy you can even use free internet and pc in open libraries (I don't know if that's the translation for "biblioteca")... the only thing that you need to put is effort.
Just know that, if you don't love the developer job, it will not be easy to do it everyday. I love to solve development problems, but I still don't really love my current position (because I really love to create something, like games... but with web development you usually mantain more than create).

Good luck, I think nobody deserve financial problems that do not allow you to live peacefully, and I know how hard it is when you try but you just don't really know how to solve them.

Just don't waste your money on stocks anymore. If you don't know what are you doing you just lose your money there... And don't believe in fast ways to make money, there is no workaround, a real job is the only way.

If it means doing something about it then yeah, but it's becoming even more of a problem than asbestos ever was.

IF you mean that she should start a youtube channel and hope to make money from it, well that is literally impossible now as of 2018. There is an oversaturation of youtubers already.
