If you install Fallout intot a directory that does not require administrator rights (in my case I use "d:\games\GOG\Gamedir"), no game should ever requite these rights.

C:\Program Files, Morrowind i remember for sure. In recent versions of windows, Program Files and Windows are protected system directories, They are locked and you can't write/change them without being admin.
GoG installers that I've seen now point to
C:\GOG Games which is not a protected system directory. Though older installers you could change the default install directory to safe one.
Yep, either Windows XP or Windows 7 were the first Windows versions that locked access to program files for non-admins (as it should be and is done on all other modern operating systems). Before that, no special rights were required.
The GOG Offline installers has two levels of directory suggestions.
1. if you installed the game before, it will suggest the same location again
2. If you haven't installed it before, it will suggest the same base directory which you chose last time you chose a installation directory. Only if you never changed anything it will suggest the default location. I don't know what that was originally, since it has been a long long time ago that I changed my first installation dir.
