I have TW3 with all DLCs on Steam and i wanna add to GOG so i can download the files to install the game whenever i want but the version that exists right now and not the upgraded/next-gen that will be forced upon people in december.

How can i do that please?

Thanks.
I think you would have to rebuy the game here...
Then buy TW3 on GOG.

Did you read the article? That was a limited time offer during a week in June 2020. Buy the game on GOG to get a GOG copy.

That offer was valid until June 23, 2020.

It goes on sale for -80% fairly regularly.

If you claimed The Witcher 2 on Steam until March 16th 2022, you can get a free copy on GOG. If you own it on another store or a physical copy, apparently there's no similar restriction.

The Witcher is also free to claim on GOG under the same conditions. But even if you don't own it, you can simply add Gwent: The Witcher Card Game to your account (it's free) and then claim the Gwent Welcome Bonus which includes the game.

That's more than generous enough.

In reality you can't currently.

However, depending on what you ultimately want, it may not matter.

If you just want to store a backup of the game, that can be installed anytime without the Steam Client requirement, then I imagine The Witcher 3 and DLCs are what some of us describe as DRM-Free Lite at Steam. By that, I mean with a little bit of work you can get a DRM-Free version.

Basically, quite a few Steam bought games can be made DRM-Free just by backing up the install folder. I don't specifically know if this is the case with The Witcher 3 and DLCs, but as they are DRM-Free here, it would seem unethical due to the CDPR stance on DRM-Free that they would be DRM at Steam instead.

To save on storage space, you could even compress the install folder to a zip, rar or 7z file. You could even make the zipped file a self-installer.

P.S. There are online web pages that can tell you what you need to know, which we can no longer link to from GOG.
