Short answer, no

Long answer. GOG and steam are two competing store. You don't expect a store to give you item you bought on its competitor. Also, Not every game sold on steam is on GOG vice versa.

Sometimes GOG manage to persuade developers / publisher to put their game on GOG connect promo where people can claim GOG copy of games they have bought on steam. But that is a limited time promotional moves.
