You can’t, for any operating system. GOG currently does not offer this feature.
No, Galaxy has a version rollback feature. It also has a game backup feature, which allows you to select the OS, including Linux if a game has a Linux version. So presumably you could run Galaxy (in Wine perhaps) and use those features.

As far as I am aware (and I don’t use galaxy), galaxy can roll back a patch it installed, but not download a specific version of a game. This is a feature that lots of people want, me included, but is not high priority apparently.
Possibly...I don't really use Galaxy either so I haven't tried it.
