I am currently playing the release Tandi quest, and I just arrived a the khan/raider base. I have a speech of 91%, but the dialogue option to intimidate garl doesnt appear. I tried everything. I also had this sort of dialogue bug before. I also cant seem to barter for the release for Tandi, and am to low of a level to fight the khans, or just garl.

Not sure if it's a typo on your part, but you don't intimidate Tandi, you intimidate Garl. Are you saying this option doesn't appear when talking to Garl?

I think you need at least 8 or 9 in charisma to get that option.

You need 9 luck for that and also high char and wear "mad max" clothes.

but that is for the option to act like garls father right?
I want to use the option to tell garl that I am a great danger and he should release her.

As far as I recall, for intimidation option you need high charisma. For garls father option you need luck + black clothes.

Also you can consult fallout.wikia for very precise requirements.

I don't remember how I solved that quest, but

http://fallout.wikia.com/wiki/Rescue_Tandi_from_the_Raiders

there it mentions only a 45% speech requirement, nothing about charisma, for the intimidation option.

EDIT: Same here: http://fallout.gamepedia.com/Rescue_Tandi_from_the_Raiders.

I didn't remember that, what a odd requirement!
In the Dogmeat encounter it makes sense, being a reference to Mad Max and his dog, devs really digged that movie.
It's odd that Garl doesn't remember his father's face and behavior, unless you isn't wearing a leather jacket!
I found the answer.
Seth asked me to find tandi, so I did, thinking this would start the quest.
But what I had to do is talk to aradesh about the quest.
Sorry if this was to obvius.
