Yep, the old former US Secretary of Defense made a game for iOS (soon on Android) called "Churchill Solitaire"

He goes back to the story of the game in a blog post:

Not exactly. Quoting that Medium article:
That’s one of the reasons I’ve spent the better part of the past two years trying my hand at developing a mobile app. To be more precise, I’ve been working with a team of developers to bring into the digital age a card game that dates back to at least the Second World War, and perhaps earlier.
And, if some sources are to be trusted, he might've been more of a nuisance than anything else to the dev team. :P
