It should show up on the game page (if the game is in the list). It will be on the bottom right, below everything else, titled "GOGMIXES: DISCOVER GREAT GAMES"

Only if it is one of the top vote-getters (and for most games, there are gonna be a lot of other GOGmixes above it). Those are special promo pages, only able to be created by GOG. GOGmixes are the user-created equivalent, but they're not very well integrated into the rest of the site. In fact, if you don't bookmark/save the URL of one that you have created, you probably won't even be able to find it again without a Google (or whatever) search!

I would think personal lists would be pinned to the top. Never made one so....

What's your motivation to make one? Do you just want to recommend games to buy in this sale to other people? Create a GOGMix as explained above, then create a thread here on the forums and advertise it. Chances are people will be more interested in your list than in the ones at the front page, especially since the GOGMix allows you to write a few sentences about each game and why you recommend it, which the collections on the front page do not, and that's one of the reasons why they are rather pointless and I doubt many people actually pay attention to them.
