Actually looks like a full fledged title. Prequel, supposedly 4x as big as the previous titles (pretty sure he means map size). 'You must rebuild', looks like it's going to be about reclaiming the land indeed.
I would read more into that, if I were you.
First, did you notice how every scene was with multiple "protagonist view" characters? That's an ungentle way to say it'll be relentlessly multiplayer. You see the one with the Vault 76 suit, and otherwise unequipped, coming upon that scuffed-up T-51b suit and putting it on, which pretty clearly indicates that, like Fallout4 (which was the weakest of weak sauce, story-wise) it's going to be super-sandboxy and hand you all the things right from the get-go. Not much hope for meaningful progression when they give you the best toys right away. It means there's not much room to grow.
And while the visuals were lovely, everything was big (the super combine, the collapsed ruins) which probably means it's going to be a bunch of setpieces tied together in a mostly empty world map (more like F4 than F3/F:NV). If that's true, then we can certainly count on a lot more Radiant quests - again, like F4 trying to stretch out the content - than story ones.
Nah, it's not nearly enough to be hopeful, not yet. But we'll see more soon. This is another time when I would *love* to be wrong on all counts. Here's hoping we find out soon that I am.
