According to Google, a one-year fishing license in Canada costs ~58CAN$ on average.
That's really not that much money, if you break it down monthly.
~5$/month...I mean - do you smoke and/or drink? What do you spend/month for your coffin-nails and a wrecked liver?
3 days : $7
1 month: $14
1 year: $35*
3 years: $85*

Never paid for one and never will but then again I don't fish anymore for various reasons as it's just another tax by the Government and reminds me of the TV license days and yep never paid for that tax rort neither.
When I was a young man, some friends and I used to pay for fishing licences just so we could legitimise hanging out after hours at waterfronts located in areas that were considered public parks. In some places you cannot be denied access to the water, regardless of park hours, if you are fishing and have valid fishing licences, of course.

So we brought along a few rods without hooks or bait and simply dangled the lines in the water in the event that a ranger or policeman came by to check on us. In actuality we would sit around a campfire and drink beer.

I know this doesn't help the OP but the discussion stirred up some old, fond memories.
We used to pay for fishing licences, then fish more fish then allowed. And sold all those extra fish for 15-25$ each. We already had friends waiting to buy the fish.

But we were fishing mainly for caviar. And would end up with couple kilos of red caviar in the end. I love caviar!! <3 :D

You could get a game called "Ultimate Fishing Simulator". It's quite awesome and very realistic game. It's a cheaper alternative.
i guess Fishing is easyer here In Norway.
You can fish for free in the sea water if you have the equipment for it. But i have recently heard that the goverment is planning to perhaps regulate this. In the south of Norway cod fishing in the fjords are totally banned because the fjord cod in that area is on the brink of extinsion.
theres no licence required for sea water fishing unless yo get a fishing boat and are planning to do it as a professian or job.
For freshwater fishing it depends a bit on the location.
Alot of freshwater lakes and rivers do require a fishing licence but there are a few ones that are free.
But most of the fresh water locations that are free are generally hard to get to in as Very remote locations.
Expect rugged terrain and no roads for those.
