Never had any issues with F3 or new vegas on win 7/8/10. Sounds more like something hardware specific with your machine. I really wouldn't think you have to download any codecs in this day and age. Are you using some onboard sound chip or something? Perhaps pop a support ticket in with your machine specifications.
I had trouble with audio stuttering for some time, or perhaps audio lag more accurately, and turns out it was a problem with my hard drive. A way to check for this is to install and run the game from an external drive.

I also been told that windows 10 is missing some codec apparently.

I had a same issue victoria2 and the fix for that was the k-lite codec pack which work but it didn't work for F3 or new vegas.

Old games might have some weird code that is used, much like some old games have old video software to display movies. This should be part of the oackage for that game however be it from cd or from gog. I don't believe this is your issue with fallout however are that is relatively modern. Best to pop a support ticket into gog and let them have a look, could be a few things.

Can you run down your PC specs? Maybe your hardware is causing the problem in other ways. How smoothly does the game play?
