So for a game that is nearing 10 years old you would think the modern PC could handle it. Does not seem to be the case. Also really funny the high-res texture pack is twice the size of the game... Anyhoo are we forced to play the game on 60fps for it to run correctly and the clunky movement is normal or is there something else I'm missing here? This is reminding me of Deus Ex: Mankind Divided with the poor optimization that was never addressed properly in the past 10 years. Why exactly do we keep giving these companies money??? Glutton for punishment I suppose.
The engine has been in use since Oblivion. By the time of Fallout 4 it was holding together with little more than spit and duct tape. Hell, by the time Starfield was released the same engine was holding together with little more than cobwebs and a prayer.

So why do people keep giving Bethesda money? Because Skyrim was awesome and Fallout 4 was good enough for what it was, made better by the modding community. (It certainly helped that modders who had made mods for Oblivion and Skyrim could make mods for Fallout 4 with little training.) In other words, the games are 'fine,' but have an excellent player base behind them that make them great. (Unless we talk about Fallout 76 and Starfield; those games are beyond help.)
