Ah does that I5 have integrated graphics? I'm no intel guy so asking as if it does make sure the game is using the 1050ti graphics rather then integrated given intel integrated graphics is not supported ..its either that I think or its a direct x version not playing nice or a driver update for the 1050ti not playing nice ... I know for Amd I had a similar problem and that was solved by basically uninstallling some direct x matters and a driver role back

Look here https://www.gog.com/forum/fallout_series/fallout_3_fallout_new_vegas_start_load_game_crash_possible_workarounds_fixes

and here
https://www.gog.com/forum/fallout_series/fallout_3_wont_launch_after_hitting_play/page2

for things to try:

- move/rename fallout.ini and FalloutPrefs.ini from the save directory; start the fallout3 launcher and it should auto detect compatible settings; some old saves (synced from gog galaxy) might have a different resolution than the ones compatible with your display, later you can view compatible resolutions in the Options in the Launcher (below Play);
- add the vulkan wrapper d3d9.dll in the game's directory.

Optional, check/add bUseThreadedAI=1 and iNumHWThreads=2 in fallout.ini under General (these are for later, when the game can be launched).

That's weird, the latest Fallout 3 from GOG shouldn't require Games For Windows Life anymore, but if it helped, then so be it. Enjoy the game!

for me it still pops up wanting GFWL by saying it needs it or it might not funcition right.. granted I just ignore that and play it ..but its a strange scenario indeed.
