After this latest update, Cyberpunk stopped launching, instead sending me directly to a crash message. When I tried to verify the install and check for updates, it starts to download, but stalls before completing. I managed to uninstall the game and reinstall, only to be met with the same issue.

What else can I do to try and fix this?

I'll add for me after it crashes, I'm unable to try and press the play button on the game

yup. not launching at all. I keep a save of the game without last update and works with some mods. but if I use the updated one, just simply won't launch at all. and I don't even have NVidia drives for the game to mess this much. tried using a save game with updated game and guns are stuck can't change them. (Have some hard baked mods that still seem to work without using any, like systemx all Cyberware which works) been a while already and haven't seen an official answer from devs.
option 1 don't update
option 2 update and no mods clean install game (last netrunners update) still work with some updated mods.
option 3 update and just don't play lol.

I have the same issue. I tried to repair the program but it just freezes. It won't even let me uninstall and reinstall. CDPR this is some bullshit. I was looking foward to phantom liberty but if you can't even keep the game that you've had out from being unplayable I don't know how much faith I have in you anymore. I guess you were a one hit wonder with the witcher 3

I was having the same issue. I managed to make it work by verifying and then updating windows 11 to the newest KB#whatever for 2023. Hope it helps you folks.
