Scopes often have a negative modifier on targeting (next to the modifier that increases range). Is that a good or a bad thing? Like, those a negative modifier mean that you take longer to target, or faster?

Yup like the guy above said it's "Aim Down Sights" time. So a NEGATIVE number means it REDUCES the time it takes you to pull up the gun and look down whatever sight you have -

the bigger the negative number, the quicker you look down those sights and start firing!
