I know Officer Vai buys them in Beregost, but I vaguely recall someone else asks for them in Baldur's Gate city... or am I just imagining this?

I know there are other stores that buy them, but is there anyone specifically in Baldur's Gate city that asks for them?
Assuming you're playing the normal (rather than EE) version, the other people who will buy them are the bartender of Feldepost's Inn, and Thalantyr, the wizard in High Hedge. As Feldepost's is in Beregost and High Hedge is next door, though, that won't help you too much. If Vai is still around you should sell to her, as she offers twice as much per scalp as the others.
I know all that. I'm asking about Baldur's Gate city. And someone specifically asking for Bandit Scalps.

Officer Vai is still the best person to sell ANY miscellaneous items to, since her 'store' has zero depreciation, whereas others have varying amounts.

True, but it feels un-rpglike, and the few extra gp rarely make that much a difference.

The difference can be enormous if you are truly role playing. BG1 isn't like BG2 for throwing money at you, and the difference of a double price, non-depreciating purchaser is not something to be dismissed lightly, especially when it's valuable items like Winter Wolf pelts.

I know ur post is 4 years old but I've completed BG1:EE last week and i had tons of unpspend gold. Later in game I wasn't even picking up items nor gold.

BG1:EE is more like BG2 than BG1. You can't compare the original to the *cough* 'enhanced' version.
