Discounts have not been made available in the past on sales, this still applies as far as I know.
You can set up a second account for your brother and purchase it as a sale there.

That's what we ended up doing, though it would have been a lot easier if it worked as expected.

Yep, this is probably one of the features GOG has to get fixed before leaving the beta-stage ;-).
