The most likely is probably a smaller publisher like CDV or Paradox. Or maybe an eastern-european one.

That would be Eidos, and although I know you're joking, if they started selling their games on GOG is would be a day to celebrate. Thief, Deus Ex, Tomb Raider, Legacy of Kain, Commandos - we need those in our catalogue.
