Leroux: - Blood 2 (with the expansion) - comes with a level editor (Mapedit.exe). The gOg version comes with the expansion, so it is included. Not sure about how active or where where to get maps

- Civilization 2
- Civilization 3
- Civilization 4 - Not sure. It is built in, All the civ games have built in editors, but I have really never tried.

- Crysis - Comes with level editor. Called Sandbox 2. No idea about popularity... Some maps here - http://www.cryengine.com/community/downloads.php

- Dink Smalwood - comes with level editor. Several levels and conversion on website - http://www.rtsoft.com/pages/dink.php

- Dungeon Siege - you can get the editor here: http://ds.heavengames.com/dl/siege_editor.shtml. Not sure about popularity
- Dungeon Siege 2 - there are tools, but maybe file it under "modding".... it is a lot of script editing.

- F.E.A.R. - SDK kit... so maybe file under modding? http://fear-community.org/downloads/

- Max Payne 1 - comes with MaxEd. not sure about poularity
- Max Payne 2 - comes with MaxEd 2, not sure about poularity.

Wishbone: I see you've added the first game to the first list. For one thing, given the nature of the first list, it probably doesn't belong there. For another, all the UT games belong in the second and third lists:

Leroux: Thanks! I've added them to the second list, if you say they have level editors.
Again, they have complete development kits, not "merely" level editors. You can make anything for the Unreal Engines with them if you know what you're doing.

The only total conversion I can recall off the top of my head is The Ball for UT3, which later turned into a standalone game (I believe it's here on GOG), but there are tons of them for UT99 and UT2k4 as well.

This is a tag set by the developer/publisher - not the community. So it depends on what they consider level editor. There are 688 results.

edit - I didn't realise games like UnEpic and Gunpoint had level editors...

edit 2 - nor that Immortal Defense was on steam...

you can add civ5 to that

You could only load one mod at a time and no big changes in the system where possible. But making your own Campaigns and smaller changes in the system where possible, as well as adding all the usual stuff like items, quests, factions, npcs, animations... But I am actually not sure how they were made since I never found an editor with my game.
Moddb has some and there are some smaller modding community sites for it.
