I don't see the logic at all as to why making a game "mention and/or take place on Halloween" is in any way better or more desirable than would be simply to make a good horror game.

The OP asked for Halloween themed games, not for horror games. We might as well ask why the should be better than Karaoke games. Sadly there is no Halloween themed karaoke game that I know of.
